They must be actively included

Of course, many people feel that being cordial is good enough, and that cruelty is measured by active, individual bad behavior. The reality is that choosing not to include the vulnerable has the same effect – dismissal – and being passively dismissed amounts to marginalization. The marginalized have little voice. They must be actively included. A failure to include is de facto exclusion.
